Open Records Rules & Regulations
Please Note: These rules and regulations are effective June 29, 2021, and were updated July 18, 2025.
In accordance with KRS 67.876, and other applicable law, the office of the Boyd County Judge Executive hereby adopts the following rules and regulations, in conformity with KRS 61.870 to 61.884.
- The principal office varies by department, please contact the Specific Department or Agency you intend to request records from, to verify the principal office.
- The Custodian of Records varies by department, please contact the Specific Department or Agency you intend to request records from, to verify the custodian of records.
- Fees shall be charged in accordance with state law unless otherwise determined within the discretion of the official custodian.
- Persons seeking public records shall comply with applicable state law.
- The provisions of KRS 61.870 to 61.884 are hereby incorporated herein by reference as if set out in full.
- A copy hereof shall be displayed in a prominent location accessible to the public.
- Public records of this agency shall be made available to a resident of the Commonwealth as defined in KRS 61.870, and upon written application signed by the applicant, with his or her name printed legible on the application, describing the record(s) to be inspected. The applicant is required to provide a statement in the written application, of the manner in which the applicant is a resident of the Commonwealth under KRS 61.870 (10(a) to (f). The written application shall, be:
- Hand Delivered
- Mailed
- Sent via facsimile
- Submitted via NextRequest
For tracking and transparency, any requests hand delivered, received by postal mail, or facsimile shall be
entered into NextRequest. Unless specified by the requestor, all responses shall be returned electronically through the NextRequest portal. If you intend to submit a request by hand delivery, postal mail, or facsimile, please ensure correct contact information, including name, phone number, and e-mail is included in your request(s).
Note: Please do not email department heads directly with requests, these requests will be sent to NextRequest for record keeping, and converted to an online request, doing so may cause additional and unnecessary delay in processing your request.
Note: This agency does not accept requests to inspect or receive copies of public records of any other public agency and may not respond to any such request or application. Such requests should be sent to the custodian of the public agency having custody of such record(s).
Note: This agency does not accept anonymous requests to inspect or receive copies of public records, and may not respond to any such request or application. All requests or applications to inspect or receive copies of public records shall comply with KRS 61.870 as outlined previously.
Boyd County Detention Center (Jail): If you would like to request records from the Boyd County Detention Center, you may do so on the Boyd County Detention Center website.

If you are a news-gathering organization as defined by KRS 189.635(8), please download and
complete the News-Gathering Organization Certification form and include it with your request.
